Advance actions in ODA Projects

What are advance actions? 

Advance actions mean what to be undertaken before a Loan or Grant Agreement is signed. For ODA projects, it is very necessary to undertake advance actions to accelerate the schedule of project implementation.

Which actions should be advance? 

In the necessary cases, the following actions will be advance if they are prior to concurrence by the Donor:
1. Actions permitted to be performed after the Outline of Project/ Program is approved by the competent authorities as follows:
- Establishment of a Project Management Unit;
- Development and submission for approval of a resettlement policy framework during appraisal and approval of the documentation of the project/ program.
- Preparation of procurement plan, procurement documentation and bidding documents.
2. Actions permitted to be performed since the documentation of the project/ program is approved until specific international treaties on ODA and preferential loans under the project/program become effective including:
- Approval of procurement plan, bidding documents and bidding organization and of procurement and contract negotiation results for procurement for goods and works for actions implemented during the first 12 months and some consulting services contracts such as project management, technical design, supervision and resettlement consultant.
- Procurement actions of goods, works and consulting services for the above package are only signed after specific international treaties on ODA and preferential loans become effective.
