What is Prior-Review in Procurement?

Prior-review in procurement means advance review and approval actions at stages during procurement. When prior-review procedure is followed, the Donor will consider to provide its advance approval of the following documents:

- Cost estimate (if any)
- Request for Proposals (RFPs) or Bidding Documents (BDs)
- RFPs or  BDs evaluation results
- Contract negotiation result (advance review of proposal to contract award by an Implementation Agency (IA).
Although the duration of procurement will be long if prior-review procedure is applied, it is an essential action for IAs with low competence to make sure the accuracy, fairness and transparency in procurement.
