Prequalification may be necessary for large or complex, works, or in any other circumstances in which the high costs of preparing detailed bids could discourage competition, such as custom designed equipment, industrial plant, specialized services, some complex information and technology contracts and contracts to be let under turnkey, design and build, or management contracting. This also ensures that invitations to bid are extended only to those who have adequate capabilities and resources.
Prequalification shall based entirely upon the capability and resources of prospective bidders to perform the particular contract satisfactorily, taking into account their:
- Experience and past performance on similar contracts.
- Capabilities with respect to construction or manufacturing facilities.
- Financial position.
